IE6 and older show the ALT text not the TITLE on hovering over images.
Lately I have been using empty alt entries where it makes no sense to add to what a blind user hears.
The days of filling them both to rank better are gone. Recent reports of over optimization suggest ignoring ALT when using the TILE to ovide penalization.
