I find it interesting that much of the accessibility impetus in the linked discussion is to aid theme creators and not the end users.

Or, put another way, they are attempting to make up for theme designer accessibility ignorance/shortcomings from within the Drupal core.

I view their intent as laudable, the result not so much.
