It doesn't work for me either in Firefox or IE. It's curious. They've already used up the bandwidth to include the script on the page, why not make both boxes active.

I doubt that. I don't see that reaching the bottom of the page has anything to do with intelligence.
Rather, what it *does* say is that the person likely did not find what he was looking for on the page, and therefore likely has a more specific need and maybe doesn't want to be distracted by the suggestions.
There's a problem with that logic too, though. If that were the case, you would expect suggestion to be turned off for all subsequent pages too. And perhaps for all users, whereas Ankit is seeing it in the lower box.
