What's wrong with font-variant:small-caps; [w3.org]?*

*I have no idea how well it's supported, and I don't exactly care: it's always a disaster to let software modify the letterforms of a decent font. Making small caps using font-variant is as good a justification for image replacement as anything I've ever heard :)
