It is a way to make WPF accessible to screen readers. The web is already readable with screen readers, WPF isn't. Even their promise not to sue is just a thinly veiled contract for you to not sue THEM. [msdn2.microsoft.com...] Typical, its saying once you use this software, we reserve the right to use any of your patents as if they were our own. If you try to sue us, we will release the dogs and you will lose. No serious company would use this trojan horse.
It doesn't look like it has anything to do with web accessibility at all. Microsoft UI Automation is the new accessibility framework for Microsoft Windows, available on all operating systems that support Windows Presentation Foundation (WPF). If you file, maintain, or voluntarily participate in a patent infringement lawsuit against a Microsoft implementation of any Covered Specification, then this personal promise does not apply with respect to any Covered Implementation made or used by you.
