It doesn't look like it has anything to do with web accessibility at all.

It is a way to make WPF accessible to screen readers. The web is already readable with screen readers, WPF isn't.

Microsoft UI Automation is the new accessibility framework for Microsoft Windows, available on all operating systems that support Windows Presentation Foundation (WPF).

Even their promise not to sue is just a thinly veiled contract for you to not sue THEM.
