I don't know why you would want to eliminate tables and divs. There are perfectly valid uses for them. Perhaps limit to say that they cannot be used as a pure layout/wrapper. But saying that you cannot use them at all?
Plus, it is using IDs ... without using any containing divs (or tables), classes, ids, inline styles
