I can't remember the last time I ever saw any WebTV users, but I guess they're like the occasional Netscape 3.x user whose machine still worksand who only connect once a month and don't understand why nothing works quite right any more.

Did they specify what didn't work for your ordering process? Ideally, you should have some very basic .baseline" functionality for all users, even those with extremely unusual setups. Without looking it up, I can't remember the WebTV restrictions apart from the small screen size, you may be able to offer up an unstyled version if the CSS is the problem.
