Just an update - the issue I mentioned earlier went away after 24 hrs (ie. where it appeared I spent my entire 5 figure monthly budget on a campaign on April 1st). It was simply a reporting glitch.

On April 1, my monthly campaign spend was shown to be 10's of thousands of dollars on the campaign screen. The following morning, it was reset to a value of a few hundred dollars. Much better!

Still disturbing that it happened in the first place, IMHO. Gave me a heart attack. Seriously.
