Question #2:
It looks like there are several new references to adding phrase match negs, and it says they should be enclosed in quotes. if you add them with quotes, whether in the interface or using the desktop tool, then go look at them, the quotes are stripped, and extra line returns are added into the neg list as well.
Are supposed to include quote marks?
Do we need to revise the existing negs, that acted as phrase negs, but didn't require quote marks before?
