I finally heard back, and yep, all my ads stopped running because of 'quality issues'.
Can you believe they did this without informing me, or putting a flag on the account that a CSR could see and tell me about? OH NO, Microsoft did this in the sneakiest way imaginable and it took a trouble ticket and two weeks to find this out! What kind of low down underhanded business practice is this? I'm not even arguing about the 'quality' issues. But doing it in this ultra lame manner? Unbelievable.
