This may be a shot in the dark but I'd suggest running a report, making a note of your under/unachieving keywords then creating seperate orders to "nurture" them.

First off, ad some dynamic text, use the param_'s for relevant text to the keyword. Or just use the {keyword} command, which will show the keyword that was searched for (Put the command in your ad title). This should help raise relevancy I think?

Just play around with them in another order to see if you can change it's performance at all.
