I think you are not getting a response because this forum expects questions like "I am in the middle of doing X with PHP, but this detail is not working." Your question is maybe too broad.

I have a suggestion of how you might do this simply and without having to learn programming. What if you just upload the file to one of the many free file storage websites, and put the version and filesize in the file name? Then you don't have to program a system at all.
