From what I've heard, only websites that have US visitors will be allowed to participate in the program.

This is because they do not have a unified global system like Google has.

If you go to the NL or DE sites it is Overture NOT Yahoo.

In my opinion along with manual targeting (lack of technology) and lack of a co-ordinated worldwide program this is going to be a drop in the ocean to most AdSense publishers.
