I would call YPN and let them know. I had one page that would never target and always got the RON ads. I called and now they are looking into it. The funny thing is it is only one page in the whole site (300+ pages). It would not even let me target a category, it would just give me the RON ads. The rest of the pages are improving each day as more ads become available and the YPN targeting improves.
