Looks to me like they are Yahoo Search Marketing (what was formerly Overture) publishers rather than YPN publishers.

Depending on your country you'll need to be delivering a lot of searches per month (in the UK I think the minimum is 500,000 and in the US around 5,000,000 last time I checked).

If you can get a deal with them, you'll get their access to there results via an XML feed which you can then show on your site for a revenue share on a CPC basis (no set amount, you'll have to negotiate terms).

As well as search results, they have a content match product which is similar to YPN, but for people with Yahoo Search Marketing publisher accounts.
