It's pretty obvious that the category you choose for a page does not exclude ads for horse farms, dating services, mortgage brokers and pretty much anything else. I'm not sure how bad targeting would be without a suggested category, and I'm not sure I want to find out either.
You can't just switch categories. As far as I know the ads served depend mainly on the content of the page, which some help sometimes from your category choice.
