The contest is open to the US only however I didn't read anything that would restrict you from using it (if you so choose) on your foreign sites. You just wouldn't be eligible for the $5000.

This may come back to restrict how this publisher program is implemented.

My EU Over accounts are still Overture not Yahoo. They may be having legal problems implementing this worldwide. Also Yahoo has always been restrictive as to where the Over ads showed up. If you wanted to be in the UK or DE you had to sign up for their local programs.
