Many publishers choose to "blend" their ads to the point that the average user doesn't recognize they're ads. When they click and get taken to another site they just click their back button. If a user can readily identify that it is an advertisement and they voluntarily click on it then an appropriate number will follow through and convert. When 1,000 clicks translates into no return for the advertisers it is almost certainly a sign of deceptive or excessive blending, and it's not in YPN's interest to continue your account because it's literally wasting advertiser's money. The whole point of contextual advertising is to drive targeted traffic to advertiser's websites. It's not a charity.
Ultimately you're never going to have complete control over whether someone converts but there are things you can do to maximize the return for the advertiser, which is what YPN want.
