I saw the same thing, or basically the same thing - non-targeted ads that had great EPC but generated fewer clicks. The simple fact of the matter is that the RON ads paid higher than ads from my own niche. I blocked them anyway, shooting for relevancy and an increased click rate as opposed to the higher paying fewer clicks. It's only been a week but CTR has doubled while EPC has decreased by only about 30%. Blocking those ads (non-relevant and RON both) was absolutely a smart move, at least for me. Again, it's only been a week but the numbers have been consistent each day.
