Which is it? You can influence named anchors.
"Sitelinks" are generally the most popular 4-6 pages linked to from your home page, but usually only appear when a site is dominant for a search query. Usually, a site is dominant for a search on its own domain name, so Sitelinks will appear then, but results vary greatly on how important a site is for a given query.
"Named anchors" are sections of a page. Check out this early discussion of them, where the vocabulary wasn't quite precise because we hadn't seen them before, and we at first thought they were a variety of Sitelink....
