I take it that you are not physically in the cities, if you are located there you might know of events that attract the same people - going to them and spreading the word is pretty good (the psychology of this is that people always tell their mates what they've been up to if it's a little different from the usual. If you were there and were circulating, best with a friend, saying you were having a great time and mention the event that "you've heard about" they're likely to spread the word...)
Couldn't you get press coverage given the love of covering anything doom-ridden; do a survey (uncrupulous people would make one up) that highlights that people in said town are not able to go out as often - then press release with the upside that their is a free event coming up.
Newspapers are dying for well written stuff (costs less to publish as is, especially if you offer exclusivity - if there is a suitable paper, usually the evening news paper if its a city)
O.K. both of those are offline, but 18-50 suggest offline might be a good route.
