Yes, one can submit multiple listings to GLBC via a single account. There are two methods for this.

First, one could add each listing in individually. This will require that each business location verify that you have the authority to do this -- you can specify to verify by having Google call the phone number so that you may enter the verification PIN, or you can specify to have Google mail a postcard with the PIN to the business address.

If you desire to add all listings at once, it can be done via a Bulk Upload:

[maps.google.com...]

Since the bulk upload will not involve verification of each individual location, it will be exposed to a much higher degree of scrutiny. When a chainstore company with locations all over adds businesses, it may appear far more trustworthy than if an agency were to attempt to add many unrelated businesses, for instance.

It sounds as if you'd be doing manual/individual business additions into Google Maps. The verification step in that process is typically the most difficult to deal with.
