Well, it depends.

The words you use in your post ("targeting local regions" & "each page promotes a business") makes it sound like your website is a directory or yellow page type website. If that's the case, you can register the entire site as a business that provides that type service but only under your phsical address location.

If you have real, physical locations in those 3 markets, you can have listings for each.

But if you're a directory-style website talking about a plumber in London, you can't list your page as a plumber in London.

If you're a plumber that has offices in those 3 locations, yes, you can have 3 listings.
