In our case (at two employers), we had long-standing relationships with G and Y, not related to being a content provider, e.g. major supplier of technology, major AdWords customer, major publisher, etc, so the content approach came to us, not the other way around.

OTOH, if you are a future big brand but have good content now AND can see a gap in the current G offering, call Google's main number and ask to speak to the partnership manager for Google Maps (or whatever). Don't assume you will get rich (directly) from this relationship. ;)
