Only a bad configuration could cause a problem like this.

Security software is a common culprit, however, in this case, as I said above, it is most likely a network-related setting that's at fault (waiting for a response and timing out).

You should probably uninstall and reinstall MySql.
If available when uninstalling, remove existing settings.
If available when installing, ignore existing settings.
