I would start by ensuring the bios is uptodate, then I would check the drivers for video, sound, etc. are uptodate. Then I would uninstall all the rubbish that's probably hanging around. Finally, I'd make sure all security software was uptodate. And if that didn't fix it, I would uninstall all security software (whilst disconnected from the internet), and see if the problem persists. This problem is unlikely to be caused by ordinary software (e.g. Dreamweaver) but is likely to be caused by a faulty driver or by software that ties into the operating system at a low level, such as security software (anti-virus or firewall) or perhaps a taskbar extension or something of that sort. It is also possible that a virus or spyware is to blame. NOTE: If you are unsure how to update the bios, skip this since getting it wrong could kill your system. Kaled.
A repair install might fix this, but I would bet against it. A clean install would probably fix it, but only if the fault is in the configuration rather than in a driver, etc.
