Most institutions that use Windows have learnt it is wise not to be early adopters of new versions. Kaled.
This is a total non-story. If the DOT had said something like "having tested and reviewed Vista extensively, we have decided it is so good that it must be installed on all our computers within three months, replacing them where necessary" that would have been a story.
