In this case they're talking about a child's account which is locked down using parental guidance settings (along with administration restrictions as well I'm sure). If Vista does live up to the marketing promises then it's altogether conceivable that an account like this could run without AV.
The first problem here is that you're quoting The Inquirer...that's not a source I'd give much credence to.
