I have a Samsung 910T which seems to share the same specs as yours. I find this LCD amazing in contrast, clarity, and color.

I can tell you my settings using an ATI based graphics adapter. I'm running it at 1280x1024 resolution @32 bit color. Under settings tab>>advanced (button) I am running the normal 96DPI fonts at 75 mhz refresh rate and all OpenGL and Direct3D are set to quality (although this shouldn't affect fonts at all).

If you go to Control Panel>>Display>>Appearance(tab)>> effects (button) I have ClearType "enabled" and transition effects are not enabled.

Edited: Just shut off ClearType font smoothing and the small fonts looked horrible. Make sure you enable it under Control Panel>>Display>>Appearance(tab) and that will probably solve your problem.
