Try sitting outside near the neighbor's house, or at least with one wall between you. That should help. On my laptop there's a spot where you can remove a cover and see the wireless card. There is a wire in there that plugs into it and runs around the perimeter of my LCD monitor as the antenna. I took the laptop to Radio Shack, picked up the connector for less than $2.00, and made a much larger antenna. Works great. Also, you can find some free programs on the web to find wireless networks, analyze their strength and tell what kind of security they deploy.
