Ok, so when I turn on the computer it starts beeping for a second or so and drops this warning "CPU FAN FAIL"

Have you opened the case and checked the fan rotates at start up? Its possible the motor bearings are 'sticky' causing the fan not to start immediately, or run slow until it warms up.

If you can beg or borrow a replacement fan, try it and see if that has any effect.

When I called the company from which I bought the PC, they said it's normal thing or smth. It's like when the CPU isn't warm enough, it shows this warning

That somehow doesn't ring true to me, I've never experienced it, anyone else care to comment?
