It's opt in as far as I can tell.

There are thousands of @twitter_account's that will send you special offers, etc if you follow them. You may even get better targetted offers than I expect people will get with @earlybird.

So I am not saying that money cannot be made by tweeting special offers through twitter. Dell, Woot, and many others have done very well this way. I'm just not sure how much of it twitter itself hopes to capture with one twitter account.
