I think Facebook have made a decision to not allow much in the way of page customization. They want the entire site to have the same look and feel. This ensures ease of use and navigation within the entire site. When you look at other social networking sites such as Bebo and especially Myspace you will see a lot of very ugly pages that distract the user and make the site useless from an accessibility and more importantly usability point of view. By having a standard look and feel the user experience is improved.
