I think the potential for cool functionality here is massive, but so is the potential for location based spamming. Once you've tweeted from Leicester Square and had 50 local businesses follow you automatically and attempt to DM you you're going to get a bit fed up with it.

I hope that the cool stuff with businesses genuinely trying to engage with local consumers outweigh the inevitably spammy activity.
