I don't know if phpbb scans profile urls with a swear filter, but one way to defeat persistent spammers is to add their domain name to your swear filter. It will work in forum posts, at least.

If the swear filter won't work, it would probably be a simple hack to look for your spammer's domain(s) and replace them with some other text.
