I'm not entirely sure where Ockham's Razor fits in, but I think that the general point (that some pages are high up the pyramid for reasons ancillary to theme or Google optimisation) is important. I suggested 'Customising the Pyramid' to put important phrases near the top, but what if you need some pages near the top that are about unimportant phrases, search wise.

My approach is to put important phrases in those pages' title and body (link text is pushing the idea too far, IMO), but this can end up with someone looking for 'fuzzy widget accessories' ending up in the 'link to me' page. Not ideal.

If anyone has tested whether robots exclusion of a page causes it no longer to be counted in the number of links from the linking pages then they've been keeping it quiet. Also, it's not the kind of information that Google are likely to give us.

It makes sense, Brian, but my uneducated gut feeling is that those links would still hold back some PageRank from the other pages. It would be nice to know, though.
