People are moving around these days, giving POP3 access just makes the service all that more POPular (excuse the pun). Google wants loyal users hoping that these users become addicted to email and will check it wherever they go. I see people using AOL Mail at the library and work and all sorts of places. Thats where the advertising clicks will come from and it will pay off nicely for google to offer POP3.
