It certainly isn't "normal" for a domain to be registered in the name of an employee.

For small community organisations the reality is that the domain will end up in whatever name was on the payment card that was used to fund the transaction. If the bank won't issue a payment card to a community organisation (typically the case on this side of the Atlantic) then you need to find a registrar that will accept payment by cheque.
