I own both Expression and DW CS4. I'm not sure how they differ all that much with respect to going from tables to positioning div's with CSS. Both are capable with either method.
Would it not be better time spent to learn how CSS can perform positioning, than trying to replicate what Frontpage did for you? CSS positioning is very powerful once you learn how it works.
An absolutely great CSS book is Beginning CSS Cascading Style Sheets for Web Design by Richard York, published by Wrox. Taking a week to learn CSS might fit the bill. Richard explains positioning very well, using good examples.
