Pay per Click demand

All pay per click provider say you are not allowed to force the visitors to click on their ads.
I know that once I wanted to download a program I had to click on a banner (advertisement) so that the download started.

If you are running a website where you offer a product (program) to download, this would be a great alternative to google adsense.
Are there any such provider so that I can tell the visitors to click on advertisement to let the download start?
thanks!

e.g:
go to [sms-lotse.de...] (its a freesms site)
click on the "Weiter >>>" Button and wait a few seconds until the ad vanishes. Then you are prompted to enter the captcha and click on a banner to send the sms.
