Long tail of Search Engines

I am new to PPC and looking for suggestions.

What I had been able to gather so far is that building long tail keywords helps you to optimize the CPC. I was wondering if someone has experimeted with different Search Engines (other than Google, yahoo and msn).

My questions are
- In what region which search engines are more successful.
- Does it works out if instead of spending the complete PPC budget on single search engine, i should allocate it on different SEs.
- How do I do the budget allocation in such a case?
