Hi, have you any local (native) searchengines in your country, selling contextual advertisements or something like PPC, who works with native traffic? I’d like to buy some target traffic by Europe with some keywords, but I don’t know how I can get it.

miva has PPC for Germany, UK, France and more.
Mirago also has UK and DE sites.
I have to say that I wasn't happy with their traffic, but maybe it will be good for your needs.

Try Yahoo / Overture. They have separate accounts for UK, DE, FR, NL and others.
