From Overture I understand that you must spend a minimum of $25 per month or else they chatrge that to your account, are you obliged to use the account for a minimum amount of time?

The minimum only applies to accounts that are active at any time within a given month.

so if your account is inactive

May = $0 they charge $0 extra
June =$0 they charge $0 extra

but say you start using it in july

july PPc=$20 they will charge $5 extra
august ppc=£30 they charge $0 extra

FYI --

In October 05 Overture dropped the minimum spend for the US - not sure about other countries though.
