APC - all misses and no hits

Wondering if anyone knows why an APC install would have essentially no hits. It's a pretty low traffic site (the idea is a place where I can futz with APC at low risk), but not *that* low.

A few things I'm trying to understand:

1. It says it has 183 files in the cache. This number doesn't budge even if I increase memory. In fact, most of the memory allocated to APC is free. There are probably hundreds of additional files it could be caching, but it isn't. Why not?

2. It's all misses. In fact, the stats never seem to change and it's 99.5% misses (at which point, why am I caching?)

Any ideas?

I don't use APC myself, so I really cannot offer any insight. Would the request still show in the Apache logs? And is it? If so, is there anything in the request/response headers that may be enlightening? I'm thinking along the lines of eTag, If-Modified-Since, etc. and the other cache-associated header requests and responses.
