Not sure if it is the best place to ask but I really need your help.
In the past I had setup a website but due to DDOS attack, people wasted a lot of bandwith on my server.
Now I want to build a ftp server that is "bandwith proof", so user is required to register to access my files. This way I can ban user who try to wast my bandwith.
But files on my server is a bit large, should I use ftp instead? If yes, how do people register?
What software can do this kind of function?

do you know how to code PHP? you can write a small website that allows them to register and to download the file only when they are logged in. But if you think it was a DDOS attack, and someone does it again they will still be able to waste your bandwidth cause DDOS isnt specific about your download file only

actually I want user to register on the web by providing their email address. Than an email will be sent to them containing login information of my ftp. Is it possible?

by the way, it's ok if the software can run on Windows.
