Is there a Script or a way to monitor how often my site is not Available to the public for whatever reason?

For things like:
----How often my server is down?
----How often my site might be blocked/suspended for what ever reason?
--------------as in over the limit traffic
--------------as in over usage of CPU resulting in suspention for a couple of minutes at a time.

I know, I know... time to move to a better HOST

You assuming I thrust them, hehehehe

where would I check this in the Cpanel.. assuming they ever come up again

If I can remember correctly there are some stats on the index of CPanel which tell you some things about your site, such as bandwidth usages and whatnot. The CPU usage I believe is accessible by finding the "Server Status" link. As for the others you are looking for I'm not sure if CPanel is going to have that info.

I been reading... Seems what I want is a script... PHP, PERL that can run in a CRON JOB and ping or try to open a file or something every X hours, and log this information. This script would have to be hosted with another company I assume

There is an open source project named Nagios that can meet some or most of your requirements.
