Is there a way through the .htaccess file that I can stop a domain from scraping content from my blog and displaying it on their blog?

There are ways, have you been able to identify his IP? Also, be aware he may be getting your information second-hand from an aggregator.

That's going to be a problem. I do publish through feedburner. Crud! Am I stuck? I know that domain that it displays on.

You can try using a DMCA notice against the host of the splog. They've worked quite well for me in the past.

I am not in any way associated with this site, nor use their services, but here is a good place to start.

They have some additional resources at the bottom of the page.
