Factors affecting companies' ability to produce quality mobile sites

Which factors would you say prevent or enable a company's capability to produce quality mobile websites?

I have been looking at how dynamic capability has a direct impact on competitive advantage and how this could influence a company's capability to produce quality mobile sites. The technology, environment and organisation also play a role.

Any suggestions?

I'm not sure that I understand your question completely. But the first factor might be money. To produce a top quality mobile site that adjusts for every mobile device most definitely costs money, more than many of us here can afford.

Another key factor is the ability of the designers to understand their mobile audience and what they want from a mobile version

Yes, money is definitely a factor and I agree with you that the designer's ability to understand their audience, matters.

I am specifically trying to understand what affects an organisation to produce a good quality mobile website. Things like company culture, developer skills/toolsets etc. also play a role, but all of this should be discounted when companies outsource their mobile websites, which I am assuming many do.
