The best case is where your site is useful for both mobile and conventional use. Your mobile services help create brand loyalty. If it is an information service, having it available "anytime, anywhere" (include SMS, e-mail, etc.) can be very compelling.
Even if you don't have a use case for conventional browsing, many mobile sites have the ability to do configuration through a conventional browser. This can be much more convenient for the user than to fiddle with configuration over a mobile device.
