Does Bing have a sitewide penalty like Google?

I made some changes to my site, mostly aimed at overcoming Panda penalties.

I noindexed index pages, and somewhat changed the site navigation to organise by theme better.

There has been a small improvement is Google rankings, but I am getting a LOT more traffic from Bing. Bing seems to have indexed the changes fully (the noindexed pages have disappeared from Bing) which Google has not.

Can I infer that Bing was penalising me in a similar manner to Panda penalties, and I have escaped it?
